Association of Realtors, existing home sales across the U.S. increased
in August despite a myriad of problems which include tighter credit standards
by lenders and ultra conservative, low appraisals. NAR reported monthly gains
in all regions.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;Existing home sales in the U.S,
which include single-family, townhomes, condominiums and co-ops, were up 7.7%
in August and are 18.6% higher than in August 2010.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;The higher sales could have been a
result of sales that were delayed in previous months, but NAR maintained that
affordability conditions and rising rents may be the underlying motivations.
Investor activity was also a factor as they continued to snap up foreclosed
properties. They accounted for 22% of purchase activity in August. &lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;So how did the Tampa Bay real estate market do in comparison
to the national numbers?&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;Home sales were up from last month,
but by a much smaller margin-2.7%. Our year over year sales were up 19.5%, which
beat the national average. Home sales in Tampa-St. Petersburg-Clearwater area
have been climbing steadily for the last 3 years and are actually 31% higher
than they were in 2008. Sales have also been fairly consistent this year and
the inventory of homes available has steadily dropped.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;There were a few major differences
in the Tampa Bay area real estate sales compared to
national home sales. All cash transactions accounted for one third of the
closings in August across the U.S.,
but they represented nearly half of the closed home sales in Tampa and the Bay area. Investors typically
accounted for the bulk of the cash purchases.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font size="3"&gt;&lt;font face="Times New Roman"&gt;Distressed homes &amp;ndash;foreclosures and
short sales, accounted for 31 percent of sales on a national level but
represented 44% of sales in our area. A sign of a market hit much harder than
other areas across the U.S.&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;line-height:150%;"&gt;&lt;font face="Times New Roman" size="3"&gt;The total housing inventory at the
end of August fell 3% percent which represents an 8.5-month supply on a
national level at the current sales pace. In the Tampa Bay
area the supply of available homes is just under 6 months based on current
inventory and sales.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;

What if you&amp;nbsp;don&amp;rsquo;t want to make an offer on a short sale and wait months and sometimes years to get a response from the bank? What if you don&amp;rsquo;t want to purchase a foreclosure because of the repairs needed to bring the house back to livable condition? What if there are few or no short sales or foreclosures in the neighborhoods you like?&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;For these buyers, the options can become very limited and they find out very quickly that it&amp;rsquo;s NOT a buyers market for them. &lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;Don&amp;rsquo;t get me wrong, the prices in these neighborhoods have fallen just like the rest of the country. It surprises them that not all home owners are desperate to sell and if they happen to own a home in a desired neighborhood where home inventory is limited, there&amp;rsquo;s no reason to take less than what the current market value is. &lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;This is happening more and more often in the Tampa real estate market and the buyers are getting frustrated.&amp;nbsp;The media reports of&amp;nbsp;record foreclosures&amp;nbsp;and desperate sellers has them thinking that every home seller is going to agree to take a really low offer so that they, the buyer, can get a fantastic deal.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;A quick analysis of a few popular areas around Tampa Bay paints a very clear picture that buyers need to see:&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;There are 43 homes for sale in Carrollwood Village, 2 of which are foreclosures.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;There are 85 homes for sale in Tampa Palms-number that are foreclosures, 3.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;There are 183 waterfront homes for sale in South St. Petersburg. 2 of those are foreclosures. &lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;Do you see the picture?&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;My advice to home buyers is to analyze the inventory of homes that are available in the neighborhoods they want to live in. Check what has sold recently. If you can&amp;rsquo;t steal a home in those neighborhoods and that is your goal, then adjust your criteria.&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;But if you have to have that certain home in that specific neighborhood, you may have to adjust your thinking. It could also help clear out some of the inventory of homes for sale in Tampa and surrounding areas, which could in turn help home values stabilize and facilitate a turn around in the Tampa real estate market. &lt;/p&gt;&lt;p&gt;Here&amp;rsquo;s the deal. If a home owner behind on their payments accepts a fast sale of their home, the bank will give them $10,000 to $20,000 and forgive what it loses on the mortgage. Homeowners get the money after the home is purchased in a short sale, which is a process I have supported for several years now.&lt;/p&gt;&lt;p&gt;The advantage to Chase and other banks if they would follow suit, is avoiding the need to foreclose which can take upwards of two years in Florida. The bank saves money on attorney fees, court costs, property taxes that aren&amp;rsquo;t being paid by the homeowner, as well as association and condo dues in some cases. &lt;/p&gt;&lt;p&gt;This program will get bad loans off their books and help the real estate market in our area as well. Homes that end up in foreclosure are usually run down and are not maintained. They sell at a deep discount and affect the values of homes in the surrounding neighborhoods. It&amp;rsquo;s a ripple affect that has contributed to declining home values across the Tampa Bay area. &lt;/p&gt;&lt;p&gt;With this type of offer on the table, banks save money in the long run, even if they do pay out ten to twenty thousand dollars in order to get the house sold and out of the inventory. &lt;/p&gt;&lt;p&gt;Florida has more than 300,000 foreclosures. Thousands of other loans are in default and more may go into default because the homes are worth less than what is owed.
